In 2007, NRG, owner of the Encina Power Station located on Carlsbad Boulevard just north of Cannon Road, submitted an application to the California Energy Commission to build a second power plant on this nearly 100-acre coastal site. On May 31, 2012, the California Energy Commission approved this proposed project. Although the City of Carlsbad opposed this project, the energy commission has the sole authority for approval. The project must now receive permits from the U.S. EPA, California State Lands Commission and the San Diego Regional Water Quality Control Board. Since NRG, the company proposing to build the plant, has no contract to sell the power, the question of when or if the plant will be built, remains uncertain. Watch a video about this project.
